Sector Evolution – What Agencies Need & the Unique Role Funders Can Play

The scale of changes in the health sector is stretching HIV/AIDS service providers (and to some degree funders) beyond their traditional skill sets and historical experiences.

Combined with advances in prevention and treatment, and the continuing impact of the economy, the “game-changers” of the U.S. National HIV/AIDS Strategy (NHAS) and the passage and implementation of the Affordable Care Act (ACA) are forcing AIDS Service Organizations (ASOs) and Community Based Organizations (CBOs) to reconsider their strategic, financial, and service planning in order to remain relevant, effective, and sustainable in the domestic fight against HIV/AIDS.

Through moderated conversations with AIDS Service Organization (ASO) leadership and private funders, this briefing will explore several different models – from mergers, strategic collaborations, development into or merger with a Federally Qualified Health Center, to management and leadership training, – to help funders better understand what is really needed to transform the sector and remain relevant in these changing times.

Attendees will also have the chance to visit one of the featured ASOs in person: Boom!Health, an organization formed from the recent merger of Citiwide Harm Reduction and Bronx AIDS Services to deliver a full range of prevention, syringe access, health coordination, behavioral health, housing, legal, advocacy and wellness services to over 8,000 of the hardest to reach communities in the Bronx, New York. BOOM!Health strengthens efforts to remove barriers to accessing medical care, with particular emphasis on HIV and viral hepatitis prevention and care services.

Key questions this briefing will explore:

  • What do AIDS Service Providers need from funders to effectively manage the massive changes in the healthcare sector, health care financing, and AIDS Services System?
  • What are funders currently doing to respond to these needs?
  • How can focused attention on leadership and management development empower leaders to effectively manage the massive sea change in healthcare?
  • What do ASOs and Primary Healthcare Providers need in order to move from a slow “sector evolution” mindset to a “sector transformation” mindset?
  •  How can Health Funders and AIDS-specific funders work together to create sustainable service system in the new healthcare context?
